Create a report that will create a line in Gen Journal for each Vendor with his outstanding balance

I want to calculate sales commision of sales people which gives different % for different. Like from 0- X it will be a% and from X-Y it will be b% and from Y-Z it will be c% etc( Hint : observe how item discounts are calcualted)
