I couldn’t create invoice Proposal for milestones, Please advice

On your project contract do you have some funding rules / limits (possibly not specific to your funding source) ?

If you are on AX 2012 R3 or CU7, on your project contract under Billing rules tab make sure you do not have any record. If you do, make sure that milestone type is created with some amount.

If you are on AX 2012 R2 or older, on your project contract click Billing rules button and make sure you do not have any record created there.
