One time vendor as it said is used for once off purchasing, does it mean that user has to manually “disable” the one time vendor by ticking the “Stopped” flag under “General” tab in the Vendor maintenance page ?
It depends why you are using them - you can reuse and alter the address details to cover all vendors you deal with once or a small number of times that you do not want to hold a vendor record for.

It depends on how you want to use it. If you get to do a business with another supplier and it’s one time purchase, you can use the same vendor without disabling the first one time vendor.
If you would like to create another one time vendor for this new onetime supplier, then as you mentioned you should manually flag the vendor as stopped.
