The Budget will not be controlled for Balance Sheet account… You can validate only the Profit & Loss account… In Budget Control configuration you can able to give only one account structure for validation… More than one account structure in budget will not be validated…
Even in your scenario, why do you want to control the Inventory account… Fix the budget on expenses account for the purchase of goods…
