can i send approval request in purchase order without using any smtp server?

in nav 5

can i send request without using the internet…just approve it localy

Approvals in NAV do not require smtp server. On Approval setup, Notification tab, do not tick the Notify user about: fields. The approval can be done by the approver on the Approval Entries screen
