how t o create accounting distribution?

Accounting distribution is created by system itself. Go to the PO line, click financial and then click accounting distribution.

Are you checking this in PO? If yes then check the item group. Either purchase expenditure for product or purchase expenditure for expense account is missing. Update the item group and check the distribution, ledger account will be populated.
Also, ensure that the ledger account which you hv specified on item group is included in COA configuration.
